The following article provides detailed information on how to manage hazardous substance product data in the National Product Catalogue (NPC) for Hardware retailers.
The Dangerous Goods section can be found under the under the Core Item Additional menu in NPC.
This section should be completed for all goods classified as either hazardous, or if it is considered dangerous to transport. When completing this data, you will need the Safety Data Sheet (SDS) on hand.
The rules in this section are triggered by the two initial questions:
- Is Trade Item a Dangerous Good?
- Is Trade Item a Hazardous Good?
Section 1: Hazardous Goods Data
When ‘Is Trade Item a Hazardous Good’ = Yes, the following information will be required for all Hazardous Goods:
- HSNO Approval Number
- SDS Issue Date
- HSNO Classification
- GHS Classification (required if the 'SDS Issue Date' is after 30 April 2021)
HSNO Approval Number
The 'HSNO Approval Number' should be recorded in ‘Section 15 – Regulatory Information’ of the SDS. It will always begin with “HSR”.
Safety Data Sheet (SDS) Issue Date
This date can be found in either ‘Section 16: Other information’ or in the Footer of the SDS.
HSNO Classification
HSNO Classifications can also be found in ‘Section 2: Hazards Identification’ in the SDS. This will be a number/s like 3.1B – see example below.
This is a free text field, and it is repeatable so all HSNO classifications recorded in the SDS should be entered into the NPC.
Entering HSO Classification into the NPC
Go to the 'HSNO Classification' section and enter all the Categories listed in the SDS. To add another line, use the + icon to the right-hand side.
GHS Hazard Category v/s HSNO Classification
In April 2021 the Environmental Protection Agency changed change the Hazardous Goods Classification from HSNO Hazard Classification system to GHS 7 Hazard Classification system. The old classification is being phased out over a 4-year period. As a result, rules have been created in the NPC as following:
- If the ‘SDS Issue Date’ is on or after 30 April 2021 then GHS Hazard Category MUST be provided. If this information is not in the SDS then the SDS will need to be updated to reflect the new regulations.
- If the ‘SDS Issue Date’ is before 30 April 2021 then enter the HSNO Classification/s as per the SDS.
Please Note: Most of our data recipients, including hardware data recipients, need HSNO Classification irrespective of when the SDS was from since it's still a requirement for the NZ WorkSafe requirement, and so WorkSafe mandates that HSNO Classification be provided for products irrespective of GHS being provided. So, both NPC attributes, "GHS Hazard category code" and "HSNO Classification", are relevant for complying with NZ regulations.
GHS Hazard Category:
GHS Hazard Category/s can be found in ‘Section 2: Hazards Identification’ of the SDS. This will not be a code but a sentence describing the Category (see attachment for full code list).
NPC has a drop-down list of all the relevant categories. It is a repeatable field in the NPC, so all GHS categories recorded in the SDS should be entered into the NPC.
Entering GHS Hazard Category into the NPC
Go to the 'GHS Hazard Category' section and enter all the categories listed in the SDS. To add another line, use the + icon to the right-hand side.
Section 2: Dangerous Goods Data
When ‘Is Trade Item a Dangerous Good?’ = Yes. then the following attributes must be completed. This data relates to the Transport of Dangerous Goods.
- Class of Dangerous Goods
- Dangerous Goods Packing Group
- United Nations Dangerous Goods Number
- Dangerous Goods Shipping Name
- HSNO Approval Number
- HSNO Classification
- GHS Hazard Category (required if the 'SDS Issue Date' is after 30 April 2021)
- SDS Issue Date
Data for points 1-4 above can be found in ‘Section 14: Transport Information – Land Transport (Road/Rail)’ in the SDS.
Class of Dangerous Goods
Class of Dangerous Goods will be a number between 1 and 9. It might also be referred to as Hazard Class in the SDS.
Dangerous Goods Packing Group
DG Packing Group will be one of the following options. This is a drop-down menu in the NPC.
- (I) - Substances with high danger
- (II) - Substances with medium danger
- (III) - Substances with low danger
- NA - No packaging danger level assigned
United Nations Dangerous Goods Number
UN Dangerous Goods Number will be a four-digit number. This is a drop-down menu in the NPC.
Dangerous Goods Shipping Name
Dangerous Goods Shipping Name is a free text field in the NPC. It might also be referred to as the Proper Shipping Name in the SDS.
HSNO Approval Number
Refer to Section 1 for more information on ‘HSNO Approval Number’.
HSNO Classification or GHS Hazard Category
Refer to Section 1 for more information on ‘HSNO Classification’ and ‘GHS Hazard Category’.
SDS Issue Date
Refer to Section 1 for more information on the ‘SDS Issue Date’.
