Why is my existing "Price Relationship" not showing in "Add Price" popup page?

When an NPC Publisher GUI user clicks "$- Add Price" in the "Items" Page for adding price. An existing price relationship will be visible to choose only if the GTIN for which one is adding price is

• Already published to retailer or data recipient.

or

• Having the price relationship relevant Retailer set up as a "Recipients" for the GTIN for which price is being added.
